Zulfikar Shariff, detained in Singapore for supporting ISIS, re-settled in Melbourne

Zulfikar Shariff, who gained notoriety in Australia for  his work with Al-Qaeda's financiers has been re-settled  in Melbourne after being released from detention in Singapore, where he had been held for supporting ISIS.

His presence came to light after the publication of an article he wrote critical of the Singapore Government, which describes the author in these words

He is also active on Twitter, posting news out of Melbourne.

The Singapore Government's Ministry Of Home Affairs issued a press statement about his ISIS activities which led to his detention. A copy of the relevant part is provided below.

DETENTION & RELEASES UNDER THE INTERNAL SECURITY ACT


Order of Detention Issued against Zulfikar Shariff


Zulfikar bin Mohamad Shariff (Zulfikar; Singaporean; aged 44), was

arrested in Singapore and subsequently detained under the Internal Security

Act (ISA) in Jul 2016 for terrorism-related activities. Zulfikar had embarked on

the path of radicalism as early as 2001 after reading jihadi-related material.

He was supportive of terrorist groups like Al-Qaeda and the Jemaah

Islamiyah, and advocated Muslims taking up arms in Afghanistan after the 11

Sep 2001 terrorist attacks in the US.

2 Zulfikar resettled his family in Australia in 2002. While in Australia,

he continued to pursue radical ideology by joining the hardline Hizbut Tahrir

organisation. He was also influenced by the teachings of radical ideologues

like Anwar al-Awlaki. He established and maintained contact with radical

preachers in Australia and overseas, like Musa Cerantonio and Anjem

Choudary. Zulfikar has supported terrorism and the terrorist group that calls

itself the Islamic State in Iraq and Syria (ISIS). He made numerous Facebook

postings glorifying and promoting ISIS and their violent actions, while

exploiting religion to legitimise the terrorist activities of ISIS. He has further

exhorted Muslims to take up arms and wage militant jihad in places like the

Middle East, Palestinian territories, Myanmar and the Philippines. To motivate

Muslims to engage in armed jihad, Zulfikar proposed the creation of a support

system for the families of the fighters.

3 Zulfikar has made use of social media to propagate and spread his

radical messages. He considered his propagation of radical material as a

form of jihad, by way of creating awareness of ISIS and promoting armed

jihad. Zulfikar has contributed to the radicalisation of at least two other

Singaporeans. One of them was Muhammad Shamin bin Mohamed Sidik

(detained under the ISA for terrorism-related activities). The other was 

Mohamed Saiddhin bin Abdullah, who was inspired by Zulfikar’s radical

postings. This included a photograph of Zulfikar with his children mimicking a

pose commonly adopted by jihadi fighters1


, while standing in front of a black


flag that is commonly used by jihadi terrorist groups. (See enclosed.)

4 Zulfikar admitted that besides his intention to promote ISIS and

armed jihad, he also wanted his online followers to reject the Western secular

democratic nation-state system and instead establish an Islamic caliphate in

its place, governed by Syariah law. He believes that violence should be used

to achieve this goal if necessary. To this end, Zulfikar had actively looked into

holding training programmes aimed at radicalising young Singaporeans so

that they would be persuaded into joining his extremist agenda. It was also for

the objective of realising the establishment of a global Islamic caliphate that


he set up an online group called “Al-Makhazin” in 2013, and other “Al-

Makhazin” Facebook platforms for Muslims to counter the Western media,


while residing in Australia. Zulfikar has admitted that he had an ulterior motive

for setting up a Facebook page called “Al-Makhazin Singapore” which he used

as a platform to agitate on Muslim issues in Singapore and attack some

Singaporean Muslims who did not share his views. His real agenda was in

fact to provoke Muslims in Singapore into pushing for the replacement of the

democratic system with an Islamic state in Singapore. He said that he hid his

ulterior motive from the Singaporean “Al-Makhazin Singapore” members.

5 In view of the high level of the terrorism threat that Singapore

currently faces, and the global terrorism threat posed by ISIS, Zulfikar’s

promotion of violence and ISIS and his radicalising influence pose a security

threat to Singapore. At times he has tried to hide his real motivations, by

putting out moderate sounding views. But in reality, he believes in the use of

violence to overthrow the democratic system of government, and the

imposition of an Islamic caliphate. He continues to support ISIS, and wants

Singaporeans to do the same. The Government takes a very serious view of

efforts to undermine Singapore’s constitutional democracy, and will take firm

and decisive action against any person who engages in such activities. He

has been served with an Order of Detention (OD) for a period of two years.

(raising of the index finger symbolises the tauhid i.e. the concept of monotheism in Islam.

The index finger is a physical expression of the Islamic belief in the oneness of Allah.)

(Zulfikar) Shariff was detained under the Internal Security Act (ISA) in July 2016 for terrorism-related activities, the Ministry of Home Affairs said then.

He influenced others with radical messages and material he propagated online, including “numerous Facebook postings glorifying and promoting Isis and their violent actions, while exploiting religion to legitimise the terrorist activities of ISIS”.


He had embarked on the path of radicalism as early as 2001 after reading jihadi-related material, said MHA, supporting terrorist groups like Al-Qaeda and the Jemaah Islamiyah, and advocating Muslims to take up arms in Afghanistan after the Sep 11, 2001, terrorist attacks in the US.

According to MHA, Shariff resettled his family in Australia in 2002 and continued to pursue radical ideology.


Answers are needed from all concerned as to why Zulfikar was allowed to operate without any trouble from Victoria Police, various police chiefs including Graham Ashton, and all other agencies charged with keeping us safe.

Victorian Police Commissioner Graham Ashton was provided information on the ongoing jihadi activities of one Zulfikar Shariff of Melbourne, but he did nothing. Ashton refused to act even after Shariff began posting on hiss Facebook, articles such as this, which even a Muslim found "frightening":

Did ST play a role in the apprehension of alleged extremist Zulfikar Shariff?



In December last year, this publication reported about a Singaporean who supported the setting-up of ISIS like Caliphate in the region. The Singaporean, Zulfikar Shariff, who is a PhD student in La Trobe University in Melbourne, Australia, was reported to be openly supporting an ISIS-inspired Caliphate to immediately replace the western-ideology imposed secular States in our region (http://theindependent.sg/australias-fears-not-unfounded-singaporean-supports-set-up-of-isis-like-caliphate-in-region).
12The Ministry of Home Affairs (MHA) said today (29 Jul) that it had arrested and detained Zulfikar Mohamad Shariff, 44, after it determined that he had used social media to propagate and spread his radical messages. He considered his propagation of radical material as a form of jihad, by way of creating awareness of ISIS and promoting armed jihad.

Zulfikar resettled his family in Australia in 2002 after MHA started investigating a Muslim organisation, Fateha, which he headed. Commenting on why he left Singapore in 2002, Zulfikar said:
“A few weeks after the General Elections, the PAP government arrested 18 individuals under the Internal Security Act, allegedly for being members of a militant group known as Jemaah Islamiah. It seemed then, that the ‘Ho Ching Miracle’ criminal defamation report was a reflection of a plan for my arrest. I realised that if it was known that I was trying to leave Singapore, the ISD may arrest me before it happened. To mask the intention, I acted as though I intended to remain in Singapore. Only close family and Fateha members,including the families involved in the tudung case were informed. It was decided then, that I would leave for Australia. My application for an Australian visa was submitted only after I left Singapore.”
While online news sites like The Independent Singapore avoided publishing Zulfikar’s comments in his personal Facebook, as well as from his posts in his Facebook page ‘Al-Makhazin Singapore’, The Straits Times (ST) published an op-ed by him on 28 May this year – mere days before he was arrested and detained.
In the op-ed titled, ‘Duterte: Beneath tough talk, is he a potential peacemaker?‘, Zulfikar suggested that the President of Philippines, Duterte’s tough, warrior-like image was just a front and that because of his support for Autonomous Region of Muslim Mindanao in Philippines, he was actually a peacemaker.
Some netizens have speculated that Zulfikar could have been lulled into a false sense of security about re-entering Singapore after the Government mouthpiece, ST, published his work.
Home Affairs Minister, Mr K Shanmugam, commenting on Zulfikar’s arrest said: “We had to be quite sure about the evidence against Zulfikar, so we were looking at him over a period of time. Second, he was overseas. Recently he came into Singapore, and when we felt that we had enough evidence, and he came, we took him into custody.”

Besides Zulfikar Shariff the following decisions were made by MHA’s Internal Security Department:
  1. Mohamed Saiddhin bin Abdullah (Saiddhin; Singaporean; aged 33), a radicalised businessman, was issued with a Restriction Order (RO)[2] for a period of two years in Jul 2016.
  2. Muhammad Fadil bin Abdul Hamid (Fadil; Singaporean; aged 27), was re-detained under the ISA for a period of two years in Apr 2016 as he intended to join a terrorist group like ISIS, to engage in armed violence in Syria.
  3. A 17-year-old male Singaporean, who recently graduated from a madrasah, was issued with an RO for a period of two years under the ISA in Jul 2016. Investigations showed that he had become radicalised online after viewing pro-ISIS videos, websites and social media material.
  4. Self-radicalised Singaporean Abdul Basheer s/o Abdul Kader (Basheer; aged 37), was released on Suspension Direction[3] (SD) in Feb 2016.
  5. The RO of Singaporean Rijal Yadri bin Jumari (Rijal; aged 35), was allowed to lapse upon expiry in Mar 2016.

Singaporean Zulfikar Mohamad Shariff has been arrested and detained under the Internal Security Act for terrorism-related activities. Zulfikar used social media to propagate radical ideology, glorify ISIS, and exhort Muslims to take up arms and wage militant jihad.
Zulfikar also helped to radicalise at least two other Singaporeans. He aimed to provoke Singapore Muslims to push for an Islamic state to replace our democratic system. Fortunately, our security agencies caught him before he could do more harm.
Such extremist, violent beliefs have no place in our multi-racial and multi-religious country. The government will be alert to spot such individuals, but we need everyone’s help to uphold and protect our harmonious way of life.

Lee and his agencies would be aware,if nothing else from documents in the public domain, that Zulfikar Shariff is  an  asset vis-a-vis Singapore's dealings with Malaysia, and in particular the over eager Prime Minister In Waiting, Anwar Ibrahim.
This writer is of course referring to the Zulfiakr Shariff's role in the Anwar Ibrahim linked  USD 8 Billion Commercial IBT, which was described in detail by Peter Martin , then of  ABC Background Briefing in a  2006. The   story  includes this excerpt:


Peter Martin: In Melbourne, Dr Rahim Ghouse runs one of Australia's two big Islamic home finance organisations: the Muslim Community Co-operative of Australia, or MCCA. And as it happens, it is from a source close to the MCCA that some of the strongest attacks on myself and Ganesh in the wake of the SBS program have come.

Now here's another name: Zulfikar Shariff. He joined the MCCA as its Marketing Manager in September 2004.

In the months leading up to that appointment and beyond, Zulfikar Shariff sent a series of emails to the management of the SBS with copies to Australia's Attorney General, and a number of other Australian government ministers.

They made gripping reading.

They said that our story was part of an attempt to extort money from the people behind Commercial IBT by blackening their reputations. Here's a reading from one of those emails.

Zulfikar was in a  position where he was privy to Commercial IBT's inner workings,and its backers. Commercial IBT and its USD 8 Billion vanished sometime in 2007. It is highly unlikely that Lee and his agencies would not have by now interrogated Zulfikar and would have a significant amount of information on those funds.

Singapore charges Zulfikar Shariff with passport offences : More complications for PM in waiting Anwar Ibrahim, adviser Rahim Ghouse

A man who was detained in 2016 under the Internal Security Act (ISA) was charged on Thursday (Oct 8) with lying in his passport application.


Mohamad Shariff Zulfikar (aka Zulfikar Shariff) , a 49-year-old Australia citizen, was charged in the State Courts with one count of making a false statement in connection with a Singapore passport application.

He is accused of falsely declaring that he had not acquired another citizenship while applying for a Singapore passport on Dec 11, 2013. The declaration was made via an electronic application, the charge sheet said.

Shariff was detained under the ISA in July 2016 for terrorism-related activities, the Ministry of Home Affairs said then.

He influenced others with radical messages and material he propagated online, including “numerous Facebook postings glorifying and promoting Isis and their violent actions, while exploiting religion to legitimise the terrorist activities of ISIS”.


He had embarked on the path of radicalism as early as 2001 after reading jihadi-related material, said MHA, supporting terrorist groups like Al-Qaeda and the Jemaah Islamiyah, and advocating Muslims to take up arms in Afghanistan after the Sep 11, 2001, terrorist attacks in the US.

According to MHA, Shariff resettled his family in Australia in 2002 and continued to pursue radical ideology.

Singapore's custody of Zulfikar Shariff provides leverage over Rahim Ghouse,adviser to Wan Azizah,and Anwar Ibrahim

This writer noted recently that Singapore holds a vital part of Malaysian PM In Waiting Anwar Ibrahim's succession plans,as a consequence of its custody of one Zulfikar Shariff.

It was reported that while in Melbourne Zulfikar was second-in-command to one Dr Rahim Ghouse who he helped manage the USD 8 Billion Commercial IBT.

These days Ghouse spends more time Kuala Lumpur where he  is  adviser to the Deputy Prime Minister of Malaysia, Dr Wan Azizah Wan Ismail, but of  course Ghouse is better known as PM In Waiting Anwar Ibahim's adviser, manager and closest confidante.

Zulfikar himself was actively by involved in the '98 Reformasi movement, having at that time a job in Kuala Lumpur.It is understood that he was introduced to Ghouse and associates during that time,and that it was those connections that made his escape in 2002 ,with wife and family, to Melbourne, a possibility. 

Ghouse has not been sitting idle while in exile,keeping himself busy plotting Anwar's returnamong other things. He has nevertheless kept a low profile, so there is much that the Singaporeans can learn from Zulfikar Shariff.

Australia's Ambassador to the Netherlands Brett Mason compromised ;ought to be recalled

Standing in the middle of the photograph below is the current Australian  Ambassador to the NetherlandsThe Hon Dr Brett Mason. who was then, with George Brandis, a senator representing Queensland. Like Brandis, Mason also has maintained a stony silence with regards this photograph, and any dealings with Rahim Ghouse, a close business associate of the AL-Qaeda financier ,Yassin Al-Kadi, who was an UN and US  specially designated 
global terrorist when the photo was taken.
As reported by the ABC's Background Briefing, Ghouse and his


Ghouse now spends most of his time in Malaysia,while Zulfikar remains under detention in Singapore for supporting ISIS.
All this leaves Mason compromised,and he really ought to be recalled.Then, unless Brandis and he can provide a full explanation 
for the matters raised above, he ought to be retired.The same goes
for Brandis.

The detention of Zulfikar Shariff of Melbourne, by the Singapore Government under its Internal Security Act provisions, is likely to have provided the Singaporeans and their partners information on a number of Australian politicians, in particular the Attorney General George Brandis.


The Singaporeans would by now have obtained enough out of Zulfikar to determine how, and why he was allowed to freely and openly operate out of Melbourne, Victoria ,from where " he planned to hold training programmes to persuade young Singaporeans to join his extremist agenda of replacing Singapore's secular, democratic system with an Islamic state, by violence if necessary."


Zulfikar made no secret of his plans, often posting on Facebook messages such as these:





Zulfikar's postings contributed to the radicalisation of at least two other Singaporeans.
It was not as Zulfikar was an unknown.He did arrive in Australia in 2002 under a cloud, accused by none other than Singapore PM Lee Hsien Loong of promoting Al Qaeda and its objectives in Singapore. Once here, as is now well known, he assumed a very high profile within the Muslim community,acting as the second in charge to Dr Abdul Rahim Ghouse, business associate of the Al-Qaeda financier Sheik Yassin Al-Kadi.
Brandis continues to maintain his silence, in Australia , about his dealings with Rahim Ghouse and Anwar Ibrahim, the former deputy prime minister of Malaysia.It is more likely than not that under questioning,Zulfikar has already provided the Singaporeans answers to those questions. That makes our Attorney General and potential High Commissioner to the UK vulnerable to blackmail, "moral suasion", and a range of  other coercive methods .

The fact that Anwar Ibrahim, a hero to some, is also in the picture should not provide any solace, given that Anwar's International Institute Of Islamic Thought was being at and around the time the photograph was taken being investigated in the United States for financing terrorism.



George Brandis QC, AG, needs to stand aside while the matter of his personal finances and funding obtained for political purposes is properly investigated.

George Brandis, Australia's next High Commissioner to the UK, comes with baggage that leaves him open to blackmail, "moral suasion", and a range of other coercive methods

The likelihood of Australia's Attorney General, George Brandis, being appointed next High Commissioner to the United Kingdom seems to be increasing.Meanwhile , Mr Brandis continues to maintain silence over his association with Dr Rahim Ghouse, a business partner  of the former SGDT Sheik Yassin Al-Kadi.







As previously reported the detention of Rahim Ghouse's second in command, Zulfikar Shariff of Melbourne, by the Singapore Government under its Internal Security Act provisions, is likely to have provided the Singaporeans and their partners information on a number of Australian politicians, in particular the Attorney General George Brandis.

THE Turnbull Government is still undecided about who the next High Commissioner to London will be, with a looming Cabinet reshuffle in December likely to provide some answers.
Former foreign minister Alexander Downer is the incumbent but his term ended earlier this year and he is staying on for six months on an interim basis while a replacement is decided.
While Foreign Minister Julie Bishop usually chooses ambassadors and high commissioners, Prime Minister Malcolm Turnbull always takes an interest in the most senior jobs, such as High Commissioner to London and the Ambassador to Washington.

Political appointees are usually favoured for these two plum diplomatic roles (former treasurer Joe Hockey is the ambassador in Washington) rather than senior officials and public servants.
Attorney-General George Brandis is still considered the favourite to take on the role in London, which usually carries a three-year term.
He has batted rumours for more than a year that Mr Turnbull was planning to offer him a diplomatic posting, but several sources have told News Corp he would be an excellent candidate and is expected to be offered the job.
Other sources say there was unhappiness in Cabinet about the internal advice he provided about the same-sex marriage plebiscite, and it was considered time he moved on to another role.
His potential retirement from the Senate would trigger a reshuffle and would cause Mr Turnbull some heartburn, as Senator Brandis, who is leader in the Senate, is one of his close allies.

However, Finance Minister Mathias Cormann, who would replace Senator Brandis as Senate leader, has proven his loyalty to Mr Turnbull and established himself as a valuable member of the PM’s conservative Praetorian Guard, led by Peter Dutton.
This would make it easier for Mr Turnbull to promote him in any reshuffle in December after the Parliament rises for the year.
Another complication has arisen around the future of Arthur Sinodinos, the NSW senator and one of Mr Turnbull’s closest advisers, who revealed this week he was fighting cancer.
Senator Sinodinos has taken an extended leave of absence but vowed to return to Parliament and scotched rumours he may have to retire.
Ms Bishop told News Corp that Mr Dower’s “extended term as Australia’s High Commissioner to the United Kingdom conclude in early 2018.’’
“A number of candidates are under consideration for the role,’’ she said.

Zulfikar Shariff's detention under Singapore's Internal Secuirty Act makes Geroge Brandis vulnerable to blackmail, "moral suasion", and a range of other coercive methods

The detention of Zulfikar Shariff of Melbourne, by the Singapore Government under its Internal Security Act provisions, is likely to have provided the Singaporeans and their partners information on a number of Australian politicians, in particular the Attorney General George Brandis.


The Singaporeans would by now have obtained enough out of Zulfikar to determine how, and why he was allowed to freely and openly operate out of Melbourne, Victoria ,from where " he planned to hold training programmes to persuade young Singaporeans to join his extremist agenda of replacing Singapore's secular, democratic system with an Islamic state, by violence if necessary."


Zulfikar made no secret of his plans, often posting on Facebook messages such as these:






Zulfikar's postings contributed to the radicalisation of at least two other Singaporeans.
It was not as Zulfikar was an unknown.He did arrive in Australia in 2002 under a cloud, accused by none other than Singapore PM Lee Hsien Loong of promoting Al Qaeda and its objectives in Singapore. Once here, as is now well known, he assumed a very high profile within the Muslim community,acting as the second in charge to Dr Abdul Rahim Ghouse, business associate of the Al-Qaeda financier Sheik Yassin Al-Kadi.
Brandis continues to maintain his silence, in Australia , about his dealings with Rahim Ghouse and Anwar Ibrahim, the former deputy prime minister of Malaysia.It is more likely than not that under questioning,Zulfikar has already provided the Singaporeans answers to those questions. That makes our Attorney General and potential High Commissioner to the UK vulnerable to blackmail, "moral suasion", and a range of  other coercive methods .

George Brandis QC, AG, needs to stand aside while the matter of his personal finances and funding obtained for political purposes is properly investigated.
