It does seem as if the Pardons Board has wisely chosen to ignore lawyer Shafee Abdullah's demand that The Agong decide if Najib Razak had received a fair trial for the official statement speaks of "nasihat dan pandangan" , advice and opinions, but says nothing about Shafee's submission. That may well be a good thing, for the wording of the statement may well be an invitation to Najib to try again, but with a true sense of repentance (insaf).

Najib Razak's lawyer Shafee Abdullah has been reported saying with regards Najib petition for a royal pardon to the current Agong or King , Sultan Abdullah of Pahang:
“As lawyers, we are more anxious about our client’s position considering his sole ground for his request for pardon was on the basis that he had never received a fair trial, especially in the final leg of his appeal at the Federal Court. Our client therefore should not spend a day in prison..”
Complicating matters is the fact that there are ongoing 1MDB related matters before the courts involving Najib himself, his wife Rosmah, and others.The King cannot be even seen to be interfering in those matters by casting aspersions on the prosecutors , their counsel and the judges involved.
