The headline in a  Malaysia Post  story screams “Bukan Halim Saad, tapi Nor Mohamed Yakcop" .

Realpoltikasia has no idea which one the these two men might be the subject of a MACC investigation which concerns an offshore company, but Realpolitikasia is very confident that former Finance Minister II Nor Mohamed Yackop was the person who influenced Rating Agency Malaysia (RAM) to grant  Commercial IBT Pty Ltd (CIBT) a $2 company based incorporated  in  Australia and based in Melbourne a rating equal to and better than that of HSBC and  ABN Amro in Malaysia.

In  May 2002,  RAM issued a rating report  which can be summarized as follows:

RAM has assigned respective long- and short-term ratings of AA1 and P1 to Commercial BT Pty Limited (“Commercial BT” or “the Bank”). The ratings reflect the stand-alone credit

risk of Commercial BT.

The AA1 and P1 ratings accorded CIBT ranked it along side the Malaysian subsidiary of

HSBC Ltd, and above that of ABN Amro.

CIBT has been liquidated but was once a $2 company that had some AUSD 6 Billion in cash.  RAM 's  chairman and chief executive  in 2002 was one   C.Rajendram  a former senior official of Bank Negara, and  a contemporary of Nor Mohamad Yackop, who was appointed  Prime Minister Mahathir's Special Economic Adviser in 2000, and Finance Minister II in by Prime Minister Badawi in 2004.

CIBT's RAM rating provided justification for it being granted a full banking license in Labuan, which would have allowed it to accept deposits. That was later downgraded to a merchant banking license after questions were raised with Bank Negara's then governor Zeti Aziz  by this writer. 

Nor Mohamad was the only person capable of influencing Rating Agency Malaysia ,and Bank Negara to grant CIBT such favours. He was of course also a business partner of those linked to the bank, Drs Rahim Ghouse and Wan Hasni Wan Sulaiman.

BEKAS Menteri Kewangan Tan Sri Nor Mohamed Yakcop telah dipanggil Suruhanjaya Pencegahan Rasuah (SPRM) untuk diambil keterangan, baru-baru ini.


Perkara itu didedahkan oleh Pengarah Komunikasi Umno Datuk Lokman Noor Adam yang berkata, bukan tokoh perniagaan, Tan Sri Halim Saad yang dipanggil SPRM, sebaliknya Nor Mohamed yang dipanggil untuk siasatan dipercayai skandal penyelewengan melibatkan sejumlah RM2.3 bilion.

“Nor Mohamed Yakcop sudah dipanggil oleh pihak SPRM, ini ramai orang tak tahu.


“Ramai orang ingat yang dipanggil SPRM itu Halim Saad, saya pun ingat Halim Saad. Saya ingat pun Daim (Tun Daim Zainuddin) dan Halim Saad yang dipanggil.

“Rupa-rupanya Daim dan Nor Mohamed Yakcop yang dipanggil SPRM,” katanya dalam siaran langsung di Facebook, kelmarin.

Bulan lalu, media melaporkan SPRM sedang menjalankan siasatan terhadap seorang bekas menteri kanan dan seorang ahli perniagaan bergelar Tan Sri berhubung dakwaan penyelewengan dana negara.

Laporan berkenaan yang memetik sumber menyatakan, SPRM mula menyiasat kedua-dua individu terbabit selepas nama mereka tersenarai dalam Pandora Papers, sebagai watak yang mempunyai kaitan dengan tempat berlindung cukai luar pesisir. – Malaysiapost
